Service Description: HISTORIC RESOURCES SURVEY
RFP 218-174
Historic Resource Survey Proposal” illustrates the boundaries identified by City staff, the HPC, and City Council which are proposed for a reconnaissance level survey as well as an area for a windshield level survey. For the purpose of this RFP a windshield level survey shall be defined as it is by the Texas Department of Transportation (“TxDOT”) and the Texas Historical Commission (“THC”) and shall be one (1) where generalities of the survey area is documented (e.g. boundaries, time period, general history, cohesiveness, integrity) along with a photographic sampling of typical buildings, a general historic context of the survey area is given, and there is a recommendation for whether further survey work is needed. For the purposes of this RFP a reconnaissance level survey shall be defined as it is y TxDOT and THC and shall include a basic inventory of every building, structure, site, and object in the survey area. It shall also include the general historic context of the survey area along with a photograph of every resource.
The area identified for both survey levels include all seven (7) existing historic districts plus:
• Areas with a high level of development pressure;
• Areas that were previously surveyed but have not been included in a historic district; and
• Areas that were platted prior to 1975 or have buildings located on them built prior to 1975.
