The FHA had the following definition queries on the Floodway (ZONE_SUBTY = 'FLOODWAY') layer file and the 100 Year Floodplain (FLD_ZONE = 'A' OR FLD_ZONE = 'AE' OR FLD_ZONE = 'AO' AND ZONE_SUBTY NOT LIKE 'FLOODWAY') layer file when the merge tool was run.
